An Iranian drone struck the fully-laden Kuwait-flagged VLCC Al-Salmi at Dubai’s anchorage zone just after midnight local time Tuesday, 31 nautical miles northwest of the emirate. The strike damaged the hull and ignited a fire on board. Kuwait Petroleum Corporation confirmed the attack and warned of a possible oil spill. Dubai authorities extinguished the blaze. All 24 crew members are safe.

Why it matters: This is the most significant vessel attack of the war. The Al-Salmi was in an anchorage zone packed with ships waiting to exit the Persian Gulf. Until now, IRGC enforcement focused on blocking transit through the Strait itself. Hitting a loaded VLCC at anchor at a major commercial port extends the threat envelope to every vessel in the Gulf, including those not attempting transit.

Market impact: WTI surged $3+ to ~$105.91 on the news. War-risk premiums for Gulf anchorage zones will expand immediately. Lloyd’s JWC listed area may be extended to cover Dubai anchorage. P&I clubs that still offered coverage for stationary vessels in “safe” Gulf ports now face repricing.
